Generally instances stop trying to deliver to instances who’ve been down for a while. I think Akkome stops after a week. They should start to send new messages again once they see your instance isn’t dead any more, e.g. by receiving posts or other activities from it.
Is there a way to actively inform other instances mine is functional again? Also, is there a way to fetch posts sent while my instance was down?
if you post something, this will be sent to the instances of your followers, who will see it and mark you as alive again. For fetching, you can fetch specific posts by putting the url in the search bar. But there’s no general “I’m alive again, send me your entire backlog” button or something, no.
